That same documentation also stops making sense at step 3 of
"Bootstrap RT's permissions", since the Configuration ->
Ticketing menu option doesn't exist. I suspect that this is due to
how we're using Freeside 4.2 instead of Freeside 3.x.<br>

I've found the problem on my own, it's due to permissions being set
poorly in RequestTracker. This user is not allowed to create tickets
or access the ticket queues from here.<br>
