Major new features and updates since 1.7/1.8

• New billing event system replaces invoice events
• Request Tracker ticketing system updated to version 3.6.
• New config editor, config stored in database
• More complete agent-virtualization, especially self-configuration

• Per-customer "Invoice terms" override

• Add driver's license and associated fields (necessary for electronic checks)
• Added web upload for customer notes

• Add "config lines" field and edit to svc_www
• Allow "bare" svc_www service not linked to an account
